Preston Manning and the Politics of Postmodernism in Canada

AbstractSince his rise to national importance in Canada, commentators have been trying to make sense of Preston Manning and his Reform party. For the most part, however, such commentary has refused to see his political thinking as new at all, but instead regards it as a throwback to previous examples of western-based political protest movements. Yet Manning should be regarded as a postmodern conservative. His politics are a response to the process of postmodernization that has characterized Canada in recent years. This article traces the rise of postmodern politics in the Western world; examines the specifically Canadian manifestation of this process; discusses the Reform party in the context of the cultural tension driving Canada's recent political debates; and concludes with a commentary on Manning's contribution to the fragmentation of Canada's traditional party system.

Implications of the Recommendations of the Expert Panel on Federal Support to Research and Development
Canada lags behind many of its First World counterparts when it comes to business innovation, and urgently needs to improve its performance if it is to remain competitive and attractive to investment. The Expert Panel Report on Federal Support to Research and Development has recommended several policy initiatives that governments need to enact to close the gap. This paper reviews all six major recommendations made by the Expert Panel and provides thorough assessments of each, with ample consideration given to their implications for the private sector. The two most promising are: (1) the consolidation of research and development spending programs at the federal level and (2) the adoption of smart procurement as a means of spurring innovation in the non-government sector. While some of the other recommendations need refinement and raise concerns about their impact on the economy, the message for government and business is clear: the former can and should facilitate Canadian business innovation by removing tax and regulatory burdens and facilitating better public-private cooperation, while the latter must make innovation a major part of corporate culture. This paper explains the consequences of the Panel's recommendations for both sectors, identifies the deficiencies, and offers clear-eyed guidance for ameliorating them.

CANADIAN CONSERVATIVES IN THE 1990–S: CRITICAL STAGE IN THE HISTORY OF DEVELOPMENT ; КАНАДСКИЕ КОНСЕРВАТОРЫ В 1990-Е ГГ.: ПЕРЕЛОМНЫЙ ЭТАП В ИСТОРИИ РАЗВИТИЯ
This article describes critical stage in the history of development of Canadian conservatism in 1990-s, when Progressive Conservatives under leadership of Kim Campbell, Jean Charest and Joe Clark struggled for power during the general elections of 1993, 1997 and 2000. The author draws attention to the general election campaigns of Conservatives, as well as their attempts to reorganize the party, and re-write the program principles. In the article it is noted that Canadian conservatism is an essential part of world-wide social and political ideology. ; Статья посвящена переломному этапу в истории развития канадского консерватизма, посвященному борьбе прогрессивных консерваторов за власть на всеобщих выборах 1993, 1997 и 2000 гг. под руководством К. Кэмпбелл, Ж. Шаре и Дж. Кларка. Автор уделяет внимание особенностям избирательных кампаний консерваторов, их попыткам реорганизации партии и пересмотра своих программных установок. В работе подчеркивается, что канадский консерватизм является частью общемировой общественно-политической идеологии.
